North and South Korea leaders to hold summit in April

30 March 2018

SEOUL-North Korean leader Kim Jong Un agreed to meet his South Korean counterpart on April 27 in what will be just the third meeting between leaders of the rival states.

"This issue of denuclearization of the Korean Peninsula can be resolved, if South Korea and the US respond to our efforts with goodwill, create an atmosphere of peace and stability while taking progressive and synchronous measures for the realization of peace", said Kim during his summit with Chinese President Xi Jinping in Beijing earlier this week, according to Xinhua, China's state news agency.

The planned summit between Moon and Kim will be preceded by performances by South Korean pop singers in North Korea this Sunday and Tuesday.

The two Koreas have also reportedly agreed to hold working-level talks on April 4 on the southern part of Panmunjom to discuss issues related to the protocol, security, and media coverage of the summit.

The agreement on the date for the upcoming meeting comes after Kim traveled to China and met with its leader Xi Jinping, who has always been the hermit kingdom's biggest ally but has recently agreed to stricter sanctions against it.

Cho, in response, said officials in the preparatory talks should do their best to set up a successful summit as the "current situation was created by decisions from the highest leaders of the North and South".

A three-member delegation led by South Korean Minister of Unification Cho Myoung-gyon crossed into the North on Thursday morning for the talks, accompanied by Vice Minister of Unification Chun Hae-sung, and Senior Presidential Secretary for Public Relations Yoon Young-chan.

After the meeting, the South Korean delegation traveled to the United States, where they informed Trump that the North Korean leader had committed to denuclearization, pledged to refrain from further nuclear or missile tests, and expressed his eagerness to meet with Trump as soon as possible.

"But if both sides keep deeply aware of the historic significance and importance of the summit meeting, and work hard with prudence and a cooperative attitude, we will be able to discuss and resolve every issue swiftly and smoothly".

A working-level meeting discussing telecommunication systems used during the summit will be held separately, with a date and venue to be announced later.

The talks follow the summit earlier this week between Kim and Chinese President Xi Jinping in Beijing.

Experts say that Moon should play the role of a coordinator between the two unpredictable leaders, who have very different views on how to make the Korean Peninsula free of nuclear-weapons. Now there is a good chance that Kim Jong Un will do what is right for his people and for humanity.

"North Korean negotiating posture has one core objective, which is regime survival, and having spent the last 25 years acquiring nuclear deterrent it is hard to believe that the North Koreans are prepared to give that up", he said.

President Moon Jae-in will also receive a courtesy visit from Yang on Friday.

It comes after news emerged that Mr Kim visited Beijingand met with President Xi Jinping in his first known trip to a foreign country since he took power in 2011.

It's unclear whether the leaders' meetings could lead to any meaningful breakthrough.

Events have moved quickly since then, with a flurry of official visits between the two Koreas and an advance team of Southern performers heading north on Thursday ahead of K-pop concerts in Pyongyang.
